Master plans are not set in stone. They are not exact but are conceptual, and can be altered or updated at any time by a city council. Without accompanying changes to zoning or code regulations, a master plan is little more than a policy document. In short, a master plan is not a regulating document and does not have the force of law. While a master plan seeks to reduce risks and create a higher degree of predictability for the future, there are no guarantees that what's proposed will ever become a reality.
