The goal of this survey was to have Phoebus listed as a state and federal historic district, but not a local historic district. The rough boundaries of the National Historic District are Interstate 64, Willard Avenue, East County Street, and East Mallory Street. The bulk of this survey was completed in March, 2006 with some limited surveying finalized in April and May. The district received Virginia Landmark Register status On September 6, 2006 and National Historic District status on December 1, 2006. This survey required that the Commonwealth Preservation Group photograph and write a brief description of each building within the proposed district. Unless invited, the consultants did not enter private property during this survey without permission. The two consultants surveying this proposed district were:
