For whatever reason, more than a few
master plans have been unnecessarily
delayed or ended up collecting dust
on a shelf because of confusion
surrounding them.
We don't want that to happen in
Phoebus, which is why we believe
that as important as understanding
what a master plan is, it's equally
as important to know what it's not.
Master plans are not set in stone.
They are not exact but are
conceptual, and can be altered or updated at any
time by a city council.
Without accompanying changes to
zoning or code regulations, a master
plan is little more than a policy
document.
In short, a master plan is not a
regulating document and does not
have the force of law.
While a master plan seeks to reduce
risks and create a higher degree of
predictability for the future,
there are no guarantees that what's
proposed will ever become a reality.
